The fact you need to ask the question probably means you will struggle with that from a responsive point of view (in terms of the coding).
To make it scale nicely on all screens and adapt its position in relation to the objects around it means it needs to be somehow tied to those objects.. It could possibly be done with CSS pseudo objects, although SVG would probably be better.
